Separate collection of aluminium, new conventions available

The new text for the “Local Convention for the Assignment of Aluminium Packaging Waste from Separate Collection” and its new Delegation Model have been approved and made available, and are valid for five years from 1st April 2014 to 31st March 2019. The documents, drawn up in response to the new Anci-Conai Framework Agreement and its technical appendices, including the Anci-CiAI Agreement, are available on the consortium website (www.cial.it/convenzioni ). The convention documents therefore comply with the Anci-CiAI Agreement from April 2014, which sets out development prospects for the separate collection of aluminium packaging, by considerably increasing compensation recognised by CIAL to public administrations and bringing in new measures aimed at quantitively and qualitatively improving collection yields. Specifically, the new measures involve increasing financial compensation by 23% and introducing an acknowledged “range of excellence” for affiliated entities that recycle, through CIAL, aluminium packaging with less than 2% foreign material. This new quality range will be introduced alongside three other planned ranges, for which the qualitative references have been reformulated and thus financial compensation. In the view of promoting development that reaches high quality yields from separate collection, municipalities can receive up to about 630 euros per tonne of aluminium packaging given to CIAL, as well as compensation for additional high performance and the annual prizes awarded by the Consortium. In the past five years, CIAL has paid affiliated entities circa 23 million euros. Even though the Consortium has over 40 million euros available annually for entities that sign the convention agreement and consistently deliver high quality material. CIAL’s activity means that there are currently 6,670 Italian municipalities that organise a separate collection for aluminium packaging i.e. 83% of all municipalities. Circa 53 million citizens are involved in the collection. Another important aspect is the support CIAL provides in terms of Communication activities to municipalities and delegated companies with regard urban waste management. CIAL provides support to both pre-existing activities (request for help) and new iniatives that are designed and developed together.
